When the charge inside an axon is negative while the charge on the outside is positive the neuron will have a resting potential because when the inside of axon has a negative charge the neuron will be negative. ( at rest ).

Therefore when a neuron is at rest ( having a negative charge )  the voltage it posses is called the resting membrane potential Which is ≈ 70 millivolts depending on the neuron
