Everyone was being pressured to buy bonds from the government to help pay for World War 1. Wilson raised income taxes, and organized a vigorous Liberty Bond campaign. Secretary of state also pressed for public financing.

The Congress created a series of Wartime Agencies such as War Industries Board, the Food Administration, Fuel Administration, and the National War Labor Board. These agencies coordinated the production of war materials, increasing food production at the same time that reduced civilian consumption.

The Congress also passed a series of acts for the military, such as the Selective Service Act that required all men between 21 and 30 to register.

At last, the Congress created the Committee of Public Information that was designed to shape the public opinion about the war and the Espionage and Sedition Act that made it illegal to aid the enemy and make false reports.
