The efforts at reformation in the Ottoman Empire in the 19th century maintained similarities with the Meiji Restoration in Japan in the sense that a Constitution was promulgated, absolutist monarchy was replaced by a Prussian-like model of monarchy.
In addition, armies were modernized according to European standards and arts and sciences were promoted to endorse any industrialization effort. However, Japanese case was more succesful than Ottoman case.
