C- Citizen of the Philippines/natural-born

O- One who habitually resides in the Philippines

N- Not more than 25  or 35 years on the day of the polls

G- Governs/represents a district

The Philippine constitution makes it clear that a legislative member(depending on whether the individual is a representative/congressman or senator) of the Philippine Congress must have the listed characteristics to qualify to be a member.

The Philippines government operates a bicameral legislature with the upper and lower house being the senate and house of representatives respectively.

Senators in the Philippine legislature are not confined to districts but are elected by the general electorate(Section 3, Art. VI). there are 24 senators, much smaller than 243 representatives in the lower house.
