I think people should give out rewards when they notice someone helping out someone in need of help.
I think this idea will help because it is more like a bribe saying hey, you do this good thing and ill give you a treat, keeps them motivated to do more good things.
When I was in middle school we would put all of our tickets that we got for being good inside a jar after 100 tickets we got a pizza or ice cream or whatever party. It really helped.
