If a writer or a speaker says that the things he will discuss are complicated and uncommon, it is very likely that he will lose his part of his audience from the get-go. Perhaps, only the most intellectual, highly educated individuals will remain.
When Paine says he will offer simple facts and plain arguments, he is appealing to a large audience. Everyone will feel capable of understanding what he has to say.
