There are 3 traditional arms of Government namely;

  • The executive arm of government which performs executive functions entailing sovereignty.

  • The legislative arm is saddled with the responsibility of making laws to ensure order in the government.

  • The judiciary has the responsibility of enforcing these laws.

Hence, it follows that, the authority of the Congress in passing the unemployment insurance is; Legislative authority.
