The answer is temperatures. Optimum temperatures of approximately 20 to 30 degrees centigrade increase  microbial activity high enough for them to decompose organic matter to humus really fast. This is also why we preserve food at lower temperatures to slow down the activity of microbes responsible for decomposition. Another condition that increases the rate of decomposition is the right amount of moisture content. This avails water required for organisms responsible for decomposition.
