simple answer - it is a non-polar layer. so polar molecules are not able to pass through it easily. they need to be actively or passively transported across. non-polar molecules are able to just move through.
Lipid bilayer is the basic structure of the of the plasma membrane.
The bilayer is made up of two leaflets of amphipathic lipid molecules whose polar heads are in contact with the external and interior surface and nonpolar tails face each other.
The nonpolar tails makes the interior of the membrane hydrophobic and allows the transport of hydrophobic molecules, small uncharged polar molecules and large uncharged polar molecules such as glucose that can dissolve in the lipid bilayer and diffuse across the bilayer.
The lipid bilayer is highly impermeable to charged molecules.
