How can citizens act as ‘gatekeepers’ for the criminal justice system?

by reporting to police if they suspect a crime has been committed

by participating in a grand jury that indicts defendants

by making ‘citizen’s arrests’ on people who commit crimes

by voting for judges and prosecutors

help! i'm just confused about what gatekeepers mean in this context...
this is for a criminology class btw!
