The purpose of completing the comprehensive engineering survey before demolition operations begin is to determine structural integrity and the possibility of unplanned collapse of any portion of the structure/building.

Employers must be able to prove in writing that such investigations have been conducted. All electric power, gas, water, steam, sewage, and other utilities must be isolated, sealed, or otherwise controlled outside the building before demolition work begins. In either case, the utility company concerned must be notified in advance. If power, water, or other utilities need to be maintained during demolition, these lines should be temporarily moved and protected as necessary.
