Survivors are not to be buried.

Who are survivors?

The survivors of accidents are those that escape death or being killed during the course of the events. They could be totally unhurt or injured in a non-fatal way and get back to their healthy self with time.

Unlike survivors, dead bodies are considered a nuisance to the environment. Hence, they are quickly buried before they start decomposing and become a source of diseases to the populace.

In other words, survivors are not usually buried in any sane society. Only those that are dead are buried.

So, if a plane crashes on the border of the USA and Canada, burying the survivors does not come up at all. That would be a total aberration.
