According to Kohlberg’s theory of moral development, during preconventional level, children base their moral judgments on rules that maintain the social order.

Cognitive in nature, Kohlberg's theory focuses on the thought processes that occur in determining whether an action is right or wrong. The theoretical focus, therefore, is on how a person chooses to respond to a moral dilemma rather than what he chooses or actually does. Kohlberg's framework of theory consists of six stages, arranged in sequence at successive levels of complexity. He arranged his six stages into his three general levels of moral development.

The first is the preconventional level wherein morality is controlled from the outside and rules imposed by authority, figures to avoid punishment or receive rewards. This perspective includes the idea that what is right is something that you can accomplish or that you are personally happy with.
