The common criterion in every federal definition of disability in educational regulations is that the student must experience lack of academic success.

    Eliminating disability-based discrimination against students with disabilities is a crucial duty of the Office for Civil Rights (OCR). In relation to elementary and secondary education, Section 504 of the Rehabilitation Act of 1973, as modified (29 U.S.C. 794), is the subject of several complaints and queries received by OCR (Section 504). The majority of them deal with identifying pupils who are covered by Section 504 and how to help those students get the education they need.
