Jean-Jacques Rousseau, was a 18th century philosopher and had provided a Social contract theory which talks about the sovereignty of the general will of an individual or a society.
Rousseau was of the belief that, the society was only legitimate when the ‘general will’ were the sole legislators. He also stated that the individual must accept,
“the total responsibility to the whole community, of each individual with all his rights” .
Rousseau, was also believed that, any laws which governs an individual not just governs but it also mould up it's character to a larger extent.
Rousseau in his treatise had said, "every man should be forced to be free", that means,
"even if an individual do not accept civil liberty, and disobeys the law he should be forced to listen to what people had decided, as a collective society".
