Democracy refers to a form of government in which sovereignty is located with the citizens, who may exercise it directly or through representatives elected by way of a free and fair election.
Because it is based on the principle of one-person one-vote, democracy tends to be majoritarian as it is the decision and choice of the majority that is taken to be legitimate.
But a rival theory, called the pluralist model, argues that in modern democratic systems, the organized groups and not the mass electorate tend to exercise power and influence. These organized groups may be interest groups and other civil society organizations.
