The law of multiple proportions are applicable only to compounds.

According to the law of multiple proportions, the mass of one element that is combined with a set mass of the second element will always be ratios of whole numbers when two elements combine to generate more than one compound. for example: compounds of the same elements, such as carbon dioxide (CO2)  and carbon monoxide (CO) . Both compounds contain carbon (C) and oxygen (O) atoms, however their carbon and oxygen atom content ratios differ. here in this case the quantity of element is not considered instead the elements involved in compound formation are considered.
