A recessive gene exerts its influence only if the two genes of a pair are both recessive.

A character is controlled by two pairs of genes. Earlier during Mendel's times, these genes were called factors. One of these genes is called dominant and the other is called recessive.

A dominant gene gets expressed when either both or one of the genes is dominant. But for recessive genes to get expressed both the genes should be recessive. However, this is not always true. During incomplete dominance, both the dominant and recessive gene gets expressed. An example of this is the pink colour flowers of snapdragon.
