The Medical Reserve Corps, which served as the Army Reserve's official forerunner, was established by Congress on April 23, 1908.  After World War I, Congress reformed the American land forces by approving a Regular Army, National Guard, and Organized Reserve (Officers Reserve Corps and Enlisted Reserve Corps) of unlimited size. The Organized Reserve later changed its name to the Army Reserve. Through this organization, a wartime pool of qualified Reserve officers and enlisted personnel was made available. The Reserve Officers' Training Corps, Enlisted Reserve Corps, and Officers Reserve Corps made up the Organized Reserve.
