The Remote ID Final Rule of the FAA prohibits remote pilots from conducting a sUA as a Category 2 operation in sustained flight over open-air assemblies unless the operation complies with the standards for standard remote identification or remote identification broadcast modules.

Eligible sUAs must not lacerate human skin upon impact with a human being, must not contain any exposed rotating parts that could do so, and must not have any safety flaws. They also must not cause injury to a human being that is equal to or worse than the severity of injury caused by a transfer of 11 foot-pounds (14.91 joules) of kinetic energy from a rigid object. For this category, the applicant must have both an FAA-accepted DOC and MOC.
