United States Executive Order 9835, also referred to as the "Loyalty Order," was signed by President Harry S. Truman on March 21, 1947. In an effort to eliminate communist influence in the U.S. federal government, the directive launched the first general loyalty program in the country.
With investigations carried out within its purview, Truman attempted to mobilize public opinion in support of his Cold War policy. He also wanted to dissuade right-wing critics who said Democrats were too lenient toward communism. In order to prevent a witch hunt, he also suggested to the Loyalty Review Board that the FBI's role be curtailed.
