A gentleman of the court reports that Ophelia has become pitiably insane. She behaves as a mad girl and acts to be so dangerous. Gertrude refuses to see the girl because of insane behavior by the girl, but Horatio points out that Ophelia's mental state is not good and it may attract undue attention to herself and the crown. Gertrude then agrees to the Horatio points and started talking with Ophelia.
Also, Ophelia was no way connected with the crime Hamlet and seeks for avenge.
