It has evolved over time and at varying rates in different nations as to who is referred to as "the people" and how power is distributed among or exercised by the people, but in general, more and more citizens of democratic countries have been included. Citizenship, consent of the governed, voting rights, freedom from unjustified governmental deprivation of the right to life and liberty, and minority rights are among the fundamental democratic principles. Other democratic principles include freedom of assembly, association, property rights, freedom of speech and religion, inclusivity, and equality. Democracy as a concept has significantly changed over time.
