Robinhood plan calls for wealthy districts to transfer funds to poorer districts in order to equalize funds available to all public schools across the state.
In 1993, the U.S. state of Texas passed legislation known as the "Robin Hood plan" in response to the Texas Supreme Court's decision in Edgewood Independent School District v. Kirby, which mandated fair school financing for all school districts in the state.
In an effort to balance the financing of all school districts throughout Texas, the law "recaptured" property tax income from school districts with abundant property and transferred it to districts with limited land. Recapture, commonly referred to as Robin Hood, enables the State of Texas to take money from public school districts that receive local property taxes.
