Well, different branches of government contribute different roles in times of crisis. For example:

Supremacy clause gives the government full power during any time (idea of capitalism)

Necessary and proper clause: Gives congress the ability to take control and make descisions in the state of an emergency

10th amendment: Reserved power to the states to make choices
The government is supposed to help the economy to improve during an ecominc crisis. They should adjust the budget where possible. They also should try to create programs to help with poverty.
