Point B is the outlier

As the number of hours on Social Media increase, the Test scores decrease
Part A: A could be labeled as a Decrease in test score and B as in a stabled person. B could be a stable person who knows how to manage their work habits and social media hours spent correctly.

Part B: We see a decrease in test score the lower people spent hours in social media than the ones whole spend less time on social media.
