Virginia would have higher chances of having more representations for their state using this method. In a three-fifths compromise, each slave will be counted in a population using this procedure. This was not accepted by President Madison. He believed that this is not correct and provided arguments to prove his point.
President Madison explained that there is no 3/5 or a fraction used to count a person and if the states would count the slaves higher taxes should be given. This was not a measurement to count them as a property and as a person.
