I merely read a summary of the story.

I think Sal's mom suffer from depression. Her sadness came about after she had a stillborn baby and had to undergo hysterectomy.

I also think that she harbors negative feelings towards Sal because of Sal's accident. The accident resulted to the death of Sal's sibling and hysterectomy which lead to the death of Chanhassen's dream of having many children.

There are also instances when it was mentioned in the summary that Chanhassen left to find herself. She wanted to know herself before she became a wife and a mother. I think that is the reason why she will not be returning with Sal and her father.

The story states that Sal's mother had boarded a bus to Idaho, it could, thus, have been predicted that she decided to stay over or that she would come back.

What do you think is the reason she will not be returning to Sal and her father?

Later on in the text, the author reveals that Sal's mother died in the auto crash.

The bus had veered off the road at a sharp turn. The clues to her death were given when Sals's father in an attempt to dissuade Sals's mother said she will have no control over the speed and direction of the bus.
