It could measure the person's speed or also known as velocity. The object could be similar to a police officer using a radar gun to measure someone's MPH/speed.

Speed describes an objects distance and the time it takes to get there.

Instantaneous speed describes an objects speed in that very moment. Much like the radar guns that police use to calculate a person's speed on a road.
Velocity describes the speed and direction of an object.
Ex. "That car is travelling 40 miles per hour North."
