There's not much point in making a rule or a law that can't be enforced.
A country might say "Pretty please, don't photograph our military base or our nuclear development laboratory with your satellites.", but they would have no way to enforce their wishes. Right now, until somebody develops the ability to shoot satellites down, satellites are the best way to photograph anything that the satellite operator wants to photograph, and putting things underground is the only way to prevent getting it photographed by satellites.
