The graph is the horizontal line:

y=3  it has a slope of zero.

Function 2 is

y=3x+1, it is in slope-intercept form, y=mx+b where m is the slope and b is the y=intercept so in this case it has a slope of 3.

So the difference in slopes is 3-0=3
