They should know how to see the larger picture both in terms of nationwide problems and international ones. Ability to make their own decisions and also listen to council and reason from specialists in their respective areas. They need to be able to use the resources at hand to find the best solutions for both national and international relations and also be able to judge if the information that they are receiving is accurate and not biased in order to form a strategy of their own.
