[tex]log_a(b)=c[/tex] translates to [tex]a^c=b[/tex]

alrighty

so we've got
[tex]7log_9(x+8)=7[/tex]
divide both sides by 7
[tex]log_9(x+8)=1[/tex]
translate
[tex]9^1=x+8[/tex]
9=x+8
minus 8 both sides
1=x
x=1
