The Virginia Plan included representation based on the population. This plan was created James Madison and presented by Edmund Randolph, the governor of Virginia, to the Constitutional Convention in 1787. They are proposing a new form of government and wanted that the number of votes each state is receiving from the Congress is based on the population of the state rather than each state receiving one vote.
