 legend is a folk tale created with fiction based on a historical event. "Hercules" is a good example.

A fable is usually a story where animals are given human qualities and intend to give a lesson to be learned by it. "the tortoise in the hare" is a good example.
The difference between them is that a legend is a folk tale that was created with fiction but it was based on a historical event. 

And a fable is a short story, typically with animals as characters, conveying a moral in the story to give a lesson.
