Hello! So one of the reasons was an insufficient government. Some only ruled for amusement and that led to insufficient tax revenue and other tribes invading the region. It's not so much cut to natural disasters. It can't be A, because that makes no sense. The answers are B, D, and E.
The foremost reason which contributed to the decline of the Han dynasty was:
E) Attacks by powerful warlords among whom Dong Zhou was the one who making a Han child a dummy king took control of the power in the background.
C) Destruction caused by natural disasters.
All of these were the major factors in the last days of Han Dynasty. :)
