I'd say yes because they are not of age (unless they are over 18, which by then you would need consent), but cameras could be used for security or potential censor reasons. Like, if someone broke into your house and you gave a 5 year old a gun randomly and told him to defend himself, he wouldn't really know what to do at all. Same thing, kind of, as some kids will not know potential dangers or things to know around the house at a young age. but that's just me.
