Even though the water is fluoridated it is not enough to fight off tooth cavity. The foster mother should ensure that the child regularly brushes his/her teeth with a fluoride toothpaste.

Fluoride is a natural mineral. It helps prevent and fight off tooth decay. 

Aside from fluoride toothpaste, the foster mother can also use a mouth wash or gargle that contains fluoride.
