Jefferson's interpretation was extremely strict. He proclaimed that if a certain action was not expressly permitted through clear language of the Constitution, than that action is prohibited. On the other hand, Hamilton's interpretation allowed for flexibility without being confined to the strict language of the Constitution. His view, opposite of Jefferson's, dictated that the Constitution was not totally inclusive, and if it did not precisely prohibit the action, that it was permitted.
