Although the Greeks are believed to be the first people to have fully established a democracy, it was not available for every single person. In Athens, for example, voting was only open to male citizens. Women were obviously excluded (since it was a patriarchy, like most of the governments of that time). The other people who were excluded were foreigners. If they did not have citizenship and were not male, they could not vote.
