Post WWII Germany was divided into four zones with the Americans occupying one zone and all of the following countries occupying a zone EXCEPT:
a. USSR
c. France
b. Italy

The four zones were: USA, France, UK, Soviet Union: Italy was not one of them.

And it could not be: Italy was on Germany's side when Germany started the war: it would not be trusted with occupation of it.
