Based on what you know about Russian climates, which city would likely be the most difficult to travel to?

This would probably be Norilsk: Norilsk is the world's  most Northern major city, and there is almost no land way to reach it. It has a very cold climate, and actually it's closed to foreigners, which would make it even more difficult to travel to.
