As food dyes are created, they are probably numbered by each batch or specific composition. During the life cycle of creating a releasing a dye, some dyes probably don't make the cut, so some numbers don't get used.
I would expect stain removers to be a basic solution, most household cleaners use bleach in them, and bleach is a base.
