Troy is most likely a victim of being over aged. Its easy to rise in career during one's early days. Despite having good work record, management finds it difficult to promote troy since not much time left for Troy to retire. Even though younger workers have less lesser records yet they are offered regular promotions since they have lot more energy and time to ride on the ladder.
