The court system has the legal authority to the make the rules of civil procedure, however, these rules often conflict with the rules of the State Bar of Texas. May not conflict with any general laws of the state. Often do conflict with the general laws of the state.
The general focus of Texas Criminal Justice System policies has been to reduce the people’s number behind the prison, increase the safety of the public and cut costs.
Further Explanation:
Some of the advocates have the opinion that the Bail system of Texas has been broken. There are near about 10,000 people stuck in Texas jail every day. This is not because they pose a risk to the safety of the public but because they are in shortage of cash to make a bail to pay the money to the bondsman for their release. So now the focus is to identify those persons who are a potential risk to public safety and those who are to be kept in jail and other jails who are holding people without any reason.
Derek Cohen had the view that we need to look at the pocket of the person, if he or she has $500 every day. 3 out of 4 people in Texas are arrested but not being yet convicted of that crime. The bail payment is huge amount which has led to people to lose their jobs, housing and their families. This has a very large impact on the community, we are in need to use higher research data to predict the status of any individual. Some of the states like California and New Jersey have banned on bail by money entirely.
The other focus was on State Jail reform. Here the cases are related to drugs, so this requires proper rehabilitation and training to the people who commit the drug-related type of crime. This can be done by making short-term warehouse. The third focus is on Criminal Justice Costs. Some people fall in a debt trap due to shortage of money. The fourth focuses on Civil Asset Forfeiture. The government can seize the property if it is related to any crime even if the owner has not been convicted of the crime.
