Rank and file employees are more likely to report ethical issues in the workplace. Temporary workers do not care as they are only their temporarily. Executives have their jobs and finances at stake if something is reported so they will keep quiet. Middle managers want to please executives and get promotions so they are less likely to say anything as well.
