Any point outside a contour line is a lower elevation than the contour line. The point inside the contour line will be high elevation.

Any point on the maps that is outside of the contour line itself, is a point that marks higher elevation than the elevation of the contour line.

The points on the maps are actually representing the peaks, be it of mountains, higher or smaller hills. Because they are almost always not on pair with the elevation distance between the contour lines, they are marked with a point, usually with black color.
