The Government set up the Articles of Confederation in a way that would be seen as a new way of doing things to the people who had fought for freedom from England. As taxation was a main conflict between the two sides, the new legislation could not collect taxes, rule as a justice system and there was no one person who was ruling.

The Articles of Confederation created a new type of Government which the States had most of the power while the Central Government was weaker. This reflected the ideas and experiences of the English colonists that fought for the American independence because they feared a strong Central Government since they believed this would lead to an abuse of power which they experienced with the British Crown.

So as a reflection of that, they gave less power to the Congress which eventually caused a series of problems.
