Kohlberg wanted to study moral development of people so, in order to do so he created stories which he called "dilemmas". In this stories there were certain situations which would gauge the morality of the listeners. He read these stories to people of all ages and using the results here categorized in 3 levels with each level having 2 sub-levels.
