The Sugar Act (1764) was one of the first taxes put on American citizens by the British government. This tax was put in place to help the British government to create revenue to pay off the debt they accumulated during the French and Indian War. This act lead to the rallying cry of "no taxation without representation" seen throughout the American Revolution.

So if this act never passed, it would have potentially delayed the beginning of America's break up with Britain. Without the Sugar Act, there still would be somewhat good terms between America and the British government for a while longer. If no taxes ended up being passed, it would greatly change whether or not America ever breaks up with the British empire.
